Need advice from PC experts. Bios problem?

Hello guys I have Pentium IV 2.4mhz with D865PERL motherboard 2 GB ram, good HD etc. It happens that I was using it normally till I decided installing a keylogger program to monitor my children. Once installed it seemed to be all ok, then it asked me to reboot and when I did it the system begun auto booting like rebooting non stop. Everytime I turn the pc on, it will reboot itself before it even get to the login page. I can't get to the DOS coz it will auto reboot. The windows 98 rescue floppy won't work either, only thing I am able to is to get to the bios. Is there any way i could solve this matter through the bios? Or even format my HD or anything from there? Any advice is welcome. Ty very muchly.Need advice from PC experts. Bios problem?
As the PC is booting, tap the ';F8'; key on the keyboard every few seconds. You will end up at the Windows Advanced Options Menu. Arrow down and select the ';Last Known Good Configuration'; option and press enter. Windows XP should now start and hopefully, everything will be back to normal.

If not, on the next reboot, tap ';F8'; again until you reach the Advanced Options Menu. Arrow down and select ';Safe Mode'; and press enter. XP should now load into safe mode. Click on Start %26gt; All Programs %26gt; Accessories %26gt; System Tools %26gt; System Restore. Click ';Restore my computer to an earlier time'; and then click on ';Next';. On the next page, select a point in time on the calendar when the system was operating properly and then click ';Next';. On the following page, click ';Next'; to verify that you'd like to restore to a previous point in time. The computer will reboot itself and complete the restore and hopefully, you'll be back to normal. If not, please update this question and I'll be happy to provide additional assistance.Need advice from PC experts. Bios problem?
It sounds like the keylogger was a illegal variant, and installed a virus with everything else, or its incompatible with windows 98, so you will need to reformat and reinstall windows using a full windows 98 install disk or a system restore disk, and use parental controls from the big brand names like AOL to monitor their activities., and nothing with windows can be solved using the bios, since the bios only controls the hardware on start up before it hands over control to windows.
i would download GParted from here:

http://gparted.sourceforge.net/livecd.ph鈥?/a>

and use that to format the HD
Not all together sure about key logger progs, so dont know if that was the problem that caused this to happen. Go into bios, set your cdrom as 1st boot device. Put in windows cdrom, restart pc and it should let you re-install windows. Unfortunately, unless you have access to another pc, you might lose all data stored on this hd. If however you are able to use another pc, hook hd up as slave and copy anything you want to backup. Be careful though that you dont backup anything that may have caused this problem in the first place.

Hope this helps
