Need Legal advice, not charactor attack, on problem neighbors.?

I live in Box Elder County Utah. I have neighbors who started out nice but have really taken a turn for the worse. They have 5 broken down vehicles, they stack poopy diapers on their front steps, the yard is a mess, they throw cigarette butts in our yard. I have called code enforcement and it is being handled but I was told it takes months before they can actually finally do anything. I tried to be friends, paid for THEIR home repairs, cleaned up their trash, my other neighbors have the same problems and one couple, in the late 80's get out in the summer on their hands and knees digging up their weeds. Now winter is approaching. They also have 5 working (run down) vehicles. I found out that other neighbors also filed a complaint with code enforcement and as a community we decided the best way to handle this situation is complain to the city repeatedly until something is done. I personally am going to sell my house because the problems listed are only the tip of the iceberg. The winter problem is that it is unlawful to park on the street in the winter because of snow removal. So, they pile up their working cars in the front yard on the grass. We are going to push and push and push until the city finally forces them to clean it up over there. If they got rid of their broken down heaps which have been there for years, they would be able to park in the driveway. But they refuse to do so until the city forces them to, s I need to know if there is a city code or state code that prevents them from parking in the grass.


I don't need or want critcism for taking action. Everyone else here parks where we're supposed to, I don't know of anyone else on our street that does drugs except them, they're the only smokers which is fine if they keep it in their own pig stye, but their lifestyle is causing it to be impossible for then neighbors to even go outside and sit on their porches without their garbage so we are taking all legal actions we can against them until it's cleaned up or until they are tired of it and move themselves.Need Legal advice, not charactor attack, on problem neighbors.?
Check the laws for your community, go to city hall and research the enforment codes. My county has them listed on their on-line site but some require you to go to the city or county and research the old fashioned way, which is a pain. Your county has a web site which i cited below but appears to be broken links. They may be able to send you a PDF of the rules, send an email to codeviolations@boxeldercounty.org and ask// Also are they owners or renters? If they are renters maybe you can contact the owner because they probably are trashing his property on the inside too. Each county and municipality has their own rules and you need to find out the specifics and insist on enforcement. If you are in an unincorporated area the rules tend to be a lot less strict and generally they only enforce health and safety, not aesthetics. If something can be done through bylaw enforcement, it will be.

Neighbors From Hell? It happens. That's the reason for Code Enforcement. If yours isn't moving fast enough (takes months?), then you need to address city hall. Can you imagine me using that excuse for speeding tickets? Well, your honor, it takes months to establish actual intent to break the law, and one or two tickets doesn't really prove that. So call me back to court in 6 months to a year and we'll see if these tickets have any real validity.
I have had terrible neighbors and found the best way out was to move. Lucky for me, the problem wasn't garbage in the yard, which lowers the neighborhood value. You can keep complaining but the wheels are slow, believe me.
These people sound like Clutter Bugs. They can't get rid of stuff. I bet the inside of their home is a heap of old newspapers, junk, and garbage packed shoulder high. These people may be suffering from a form of mental illness that compels them to acquire stuff and never get rid of it.





If this is the case, then all of the litigation and force won't cure what ails these people. Perhaps a complaint to the county health department is a better idea. These folks may need professional help for their mental condition.
keep complaining to law enforcement, they have to do something in a reasonable time period





where i live there was recently a similar situation in my town, the house got condimed, and the people got fined and had to move, which would have been kind of sad that the people got kicked out of their house except for the fact that they were millionaires (in the logging business) and just choose to live like animals ???





keep complaining!
